chore: pin patched versions of vulnerable transitive packages - #112

The test projects get `System.Security.Cryptography.Pkcs` 9.0.6 through the Roslyn test SDK, and the pipeline gets `Pkcs` and `System.Security.Cryptography.Xml` 10.0.10 through Fallout, all with known high-severity vulnerabilities (GHSA-846f-f764-76mx, GHSA-r955-8q5j-3h83). Transitive pinning lifts them to the patched 10.0.14. The CodeFix and CodeRefactoring test packages are raised to 1.1.4 like the Analyzer test package, because 1.1.3 requires exactly the same version of the shared `Microsoft.CodeAnalysis.Analyzer.Testing` (NU1608).
