Update module github.com/google/go-licenses to v2

[renovate-update-app]

Use the v2 module path for installation and Renovate tracking. Verify segmentio/asm’s MIT-0 license by checksum and include it in the CSV report because the upstream classifier lacks MIT-0 support.

Validation: the complete license job, Renovate regression tests, golangci-lint, and offline Zizmor pass.
