This PR bumps all package versions from 0.16.0 to 0.17.0, updates CDN URLs in documentation and code, and moves the CHANGELOG 'Unreleased' section to 0.17.0. Bumps every package, both CORE_VERSIONs, the docs CDN URLs and the vanilla app to 0.17.0, and moves the Unreleased changelog section to 0.17.0. The first publish of @project516/ffmpeg-wasm-core-jspi replaces its 0.0.0 placeholder.
Core sizes and the FATE and benchmark baseline come from a full nightly-mode run on this branch, added in a follow-up commit (CONTRIBUTING step 2). Until then CI fails because core-sizes.json is for 0.16.0.
