fix(FOUR-33686): it is not possible to configure the timezone

Issue & Reproduction Steps

In Admin → Settings → User Settings → Timezone, Edit opens the modal but the timezone dropdown does not render, so the value cannot be changed.

The setting is a Screen Builder select. After the Vite migration, Settings only loads loaderMinimal.js, which does not register Screen Builder.

Repro: Admin → Settings → User Settings → Timezone → Edit. No usable timezone list.

Solution

• Register Screen Builder in resources/js/admin/settings/index.js (Vue.use(ScreenBuilder)) before mounting the Settings app.

How to Test

• Rebuild Vite assets.
• Admin → Settings → User Settings → Timezone → Edit.
• Search/select a timezone (e.g. America/New_York) and Save.
• Reload and confirm the value persists.
