Reorder the list of endpoint types and removes the PlannedToDecommission

The reordering is to better reflect context, like that a TransactionSession is "under" / a type of Send-Only endpoint.

It also removes "PlannedToDecommission" because that option does not actually have any effect on licensing discussions.
