feat(artifact): keep each published artifact file after its first load - #365
Every artifact lookup through a Set's registries fetched the file from the source again, so each task render, form load and step-authz check made a round trip to the bucket. Published files never change once a manifest lists them, so the registries now keep each file by path after the first successful load, in a cache capped at 64 MiB that evicts the least recently used file.
This is needed before the render config can be loaded from the artifacts instead of the task row, and before checks that read artifacts per task can run on list views (officer task lists, LSFLK/lsf-govtech-tnsw#123).

Changes Made
artifact/cache.go: a loader that keeps the files it loads, by path, in a least-recently-used cache capped by total bytes.
A failed or missing fetch is not kept; the next lookup tries the source again.
Each caller gets its own copy of the bytes, so a parser that keeps or changes its input cannot change what the next caller gets.
It holds at most DefaultFileCacheBytes (64 MiB) of content and evicts the least recently used file to make room. One manifest's files come to a few megabytes, so this holds several versions' worth.
A file larger than the limit is never kept.
artifact/set.go: LoadSet builds every registry on that cache. WithFileCacheBytes(n) changes the limit; zero turns the cache off.
A manifest.json source (a checkout of an artifacts repository) skips it, since its files may be edited while the process runs. Local edits keep showing without a restart.
Manifests are still fetched from the source directly, so the on-demand probe for newer versions is unchanged.
LoadSet is the only production constructor, so callers get the cache without a code change.
artifact/README.md: describes the caching under "Versioned manifests".
Testing
I have tested this change locally
I have added tests that prove my fix is effective or that my feature works
I have tested edge cases
All existing tests pass
artifact/cache_test.go covers:
A file shared by two manifest versions is fetched once across repeated lookups.
A failed fetch is retried, then kept.
A manifest.json source sees an edited file on the next lookup.
A parser that overwrites its input does not affect later lookups. This test fails without the copy.
With room for two files, the least recently used one is evicted and fetched again.
A file larger than the limit is fetched every time.
A limit of zero turns the cache off.
go test ./... passes, and go test -race ./artifact/ passes.

Additional Notes
Two lookups that miss on the same path at once may both fetch it. They store the same bytes, so this costs one extra fetch and nothing else.
A Set's registries fetched every artifact file from the source on every
lookup, so each task render or authz check went to the bucket. Published
files never change once a manifest lists them, so the registries now keep
each file by path and fetch it once per process. A failed fetch is not
kept, and each caller gets its own copy of the bytes.
A manifest.json source is a working copy that can be edited while the
process runs, so its files are still fetched every time. Manifests are
always fetched from the source.

Walkthrough
The change adds a byte-bounded LRU cache for artifact files. Versioned sources use it by default, while unversioned manifest.json sources remain uncached. WithFileCacheBytes configures the limit, and tests cover cache behavior and source selection.

Summary
Cache loading and eviction artifact/cache.go, artifact/cache_test.go
The new loader caches successful files by path, returns copies on cache hits, and evicts least-recently-used entries when the byte limit is reached. Tests cover failed loads, oversized files, disabled caching, eviction, and returned-byte isolation.
Set configuration and registry wiring artifact/set.go, artifact/cache_test.go, artifact/README.md
LoadSet defaults to a 64 MiB cache and uses it for versioned sources with a positive limit. WithFileCacheBytes configures the limit. Tests and documentation describe source selection and cache behavior.

Merge Risk: Low · previous review 6c88c
A mutating parser can corrupt shared source bytes on a cache miss and cause a later reload to fail. Copying miss results would close this bounded risk.

A miss returned the loader's slice itself, so a parser that changes its
input could change a source that hands out its own memory, and the next
fetch of that file after eviction would fail to parse.

…e on a miss
Every source already returns a fresh slice (os.ReadFile, io.ReadAll), so
write that down on Loader and have the in-memory test loaders follow it.
A cache miss then hands the caller the fetched bytes and keeps its own
copy, instead of copying twice.
