go.modpermits Go 1.26.0, but GO-2026-6603 affects HTTP/2 servers before Go 1.26.9. This module exposes handlers that hosts can run under that toolchain. A host using Go 1.26.0–1.26.8 can therefore retain the standard-library exposure.Set the module minimum to Go 1.26.9 or another supported patched release, then run

Minor comment. Otherwise LGTM
TaskRecord gains ClaimedBy and ClaimedAt, and TaskStore gains ClaimTask and ReleaseTask: guarded writes that set or clear the claim without touching seq or the step columns. The holder is an opaque value chosen by the host; taskflow does not decide who may claim. BREAKING CHANGE: TaskStore implementations must add ClaimTask and ReleaseTask.
Add claimed_by and claimed_at to TaskRecordModel and implement ClaimTask and ReleaseTask as single guarded UPDATEs. A claim succeeds when the task is unclaimed or already held by the caller, and is refused once the task is completed; a repeat claim keeps the original claimed_at. InitTask omits the claim columns so a StartTask retry cannot reset a claim. Neither write touches seq or the step columns. Hosts must add the columns: ALTER TABLE task_records_v2 ADD COLUMN claimed_by TEXT NULL; ALTER TABLE task_records_v2 ADD COLUMN claimed_at TIMESTAMPTZ NULL;
Add TaskManager.ClaimTask and ReleaseTask. When a guarded write matches no row, the manager reads the row and returns a typed error: ErrTaskNotFound, ErrTaskCompleted, a *ClaimHeldError naming the current holder (matches ErrClaimHeld), or ErrNotClaimHolder. Releasing an unclaimed task succeeds. If the claim changes between the write and that read, the call is retried a bounded number of times. Taskflow only stores claims; hosts decide who may claim and what a claim is required for. CompleteTaskStep and GetTaskRenderInfo now wrap the new ErrTaskNotFound, so hosts can answer a missing task with 404 instead of 500.
TaskView and ZoneView gain claimed_by and claimed_at, taken from the task record by GetTaskRenderInfo, GetAllTasks and the zone view assembler. Both are omitted when the task is unclaimed. The value is the holder the host recorded; hosts resolve it to a display name.
Describe the claim columns and guarded claim writes for TaskStore implementers, the SQL hosts must add, what taskflow stores versus what the host enforces, the error-to-HTTP mapping, and the claimed_by and claimed_at fields on task views. Distinguish task claims from ClaimStep and from the claim facts passed to the renderer.
…t change Claiming and releasing leave version unchanged, so a client that keeps the newest view by version cannot tell a claim change from no change. Tell clients to take claim fields from the most recent response instead, and to refetch after their own claim or release. Note that out-of-order responses can still hide a claim change, and that a revision would fix it.
A check made before CompleteTaskStep is not safe on its own: between the check and the submit the holder can release, and another caller can take the claim. The workflow does not know who holds the claim, so it accepts the submission from whoever made the call, and the one-submission rule does not stop that. Say so, and say that claim-protected submissions must serialise the check and the submit per task, with release and claim changes waiting on the same lock. The machine-caller exemption on the token route is unchanged.

* feat(migrations): add task claim columns to task_records_v2
Core taskflow stores who is working a task in claimed_by and when they
claimed it in claimed_at. Both are NULL while the task is unclaimed,
which core's claim guard relies on, so neither has a default.
* feat(tasks): carry the caller's user id and claim policy in the authz input
taskauthz.Input gains UserID, the holder a task claim is recorded under,
and RequireClaimToSubmit, the deployment's claim policy. The agency
officer gate requires officers to claim a task before submitting a step,
since every officer owns every injected workflow. The TNSW gate does not:
a step is already limited to the company that owns the consignment.
Clients never need a claim.
* feat(tasks): claim and release tasks
Add PUT and DELETE /api/v1/tasks/{id}/claim, which claim and release a
task for the calling user through core's TaskManager. Only users who can
read the task may claim it; a read denial is answered as not found, as
the task read is. A task held by another user or already completed is a
409, and releasing another user's claim is a 403. Claims and releases,
and the refusals, are recorded in the audit trail as task updates.
Builds against core's task claims (OpenNSW/core#296).
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* feat(tasks): require the claim to submit a step where the deployment asks
Where the authz gate sets RequireClaimToSubmit (agency mode), a user
must hold a task's claim to complete one of its steps; otherwise the
submission is refused with 403. Clients never need a claim. Users are
held to it on the callback route as well, since a callback token is not
signed and a user who can see a task's step can build one. In TNSW the
task is not read for the check at all.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* feat(tasks): show the task's claim on the task view
GET /api/v1/tasks/{id} gains a claim object: the holder's id and name
(their email, until users have display names), when they claimed it,
whether the caller holds it, and whether this deployment requires the
caller to hold it to submit. The holder is decided on the server, from
the caller's internal user id. The claim facts claim:mine, claim:other
and claim:none are passed to the renderer with the role claims, so a
render config can show or hide a section by who holds the claim.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* docs(tasks): document task claims
Add the claim and release endpoints, the claim object on the task view,
and the claim refusals on both submission routes to the tasks OpenAPI
spec. Describe claiming in agency mode in docs/agency.md: the endpoints,
where the claim is stored and how long it lasts, which gate decides it
is required, the claim facts render configs can use, and why a "needs
more information" round has to loop inside the task's own workflow.
* docs(tasks): note why the claim check need not be fenced yet
The claim check and the step submission are separate calls. That is safe
today only because nobody but the holder can release a claim. Say so, so
that adding a forced or supervisor release also fences the check with the
submission.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* build(deps): bump core to include task claims
Pin core at the merge of OpenNSW/core#296, which adds ClaimTask and
ReleaseTask to the task manager and the claim fields to the task
record, and read the case ID from the task record under core's rename,
since the claim handler was written against RootWorkflowID.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* fix(migrations): renumber the task claims migration to 000025
000022-000024 now belong to main, and the migration check requires the
versions to run without gaps, so the claim columns' migration takes the
next number, 000025. The content is unchanged, and docs/agency.md names
the new number.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* refactor(tasks): set RequireClaimToSubmit explicitly in the TNSW gate
The TNSW gate left RequireClaimToSubmit at its zero value, false. Write
it out so the policy reads next to the agency gate's true. No change in
behaviour.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* refactor(tasks): name the claim holder lookup UserService.GetDisplayName
The task handler only needs a user's display name from the user record,
so name the interface after the user rather than the claim holder:
UserService with GetDisplayName. The bootstrap adapter and the test fake
are renamed to match.
Also put companyIDResolver's doc comment back above its type; the
adapter added for claim holders had been inserted between them.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* refactor(tasks)!: replace RequireClaimToSubmit with a claim policy that defaults to off
RequireClaimToSubmit only said whether a claim was needed to submit. It
did not turn claims off, so claim and release were live in TNSW, where
nothing uses them, and a holder's email would show to their whole
company.
Replace the flag with taskauthz.ClaimPolicy: ClaimsOff, ClaimsOptional
and ClaimsRequired. The zero value is off, so a gate that sets nothing
never enables claims. Each gate now takes its policy when it is built:
bootstrap gives TNSW's gate ClaimsOff and the agency's RoleGate
ClaimsRequired, which is also where a configurable policy will plug in.
Where claims are off, claim and release answer 404 before the task is
read, so they cannot be used to probe task ids, and the task view says
no claim is required. Only ClaimsRequired holds a submission to the
claim.
BREAKING CHANGE: authzgate.NewMiddleware and agency.NewRoleGate take a
taskauthz.ClaimPolicy, and taskauthz.Input.RequireClaimToSubmit is
replaced by Input.Claims. In TNSW, POST /api/v1/tasks/{id}/claim and
/release now answer 404.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* feat(scopes)!: guard claim and release with their own scopes
Claim and release sat behind nsw:task:write, which the M2M apps hold to
answer on callback tokens. The handler refuses clients, but the IdP could
not say who may claim. Add nsw:task:claim and nsw:task:release and
require them on the two routes, so ops grant or withdraw claiming per
role. The handler's client check stays as a second layer.
Grant both to the five agency officer roles and portal apps only, and
have the agency portals request them. Not to the NswTo*/ *ToNsw M2M
roles, TNSW (claims are off there) or SLPA. Grant them together: only
the holder can release a claim, so claim without release would create
claims nobody can release.
BREAKING CHANGE: POST /api/v1/tasks/{id}/claim and /release need
nsw:task:claim and nsw:task:release. Grant them in the IdP, and have the
portals request them, before deploying: in an agency, an officer whose
token lacks nsw:task:claim cannot claim and so cannot submit.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* feat(tasks): let only users who may act on a task claim it
Claiming checked only that the caller could read the task. In agency
mode every catalog role owns every injected workflow, and a render
config with no read.roles admits all of them, so a role that can only
view a task could claim it and block the role that can act. A claim
never expires and only its holder can release it.
Claiming now follows the rule that decides who may submit: the active
step's authz extension. authz.ActingNames reads the names that rule
allows, a StepActors port looks them up for a step template (wired from
the artifact registry in bootstrap), and mayClaim admits the caller only
when Catalog.Eligible says they hold and own one of them. A reader the
rule leaves out gets 403 and is audited; a step without a rule, or a task
without an active step, falls back to the read check; a failed lookup is
a 500, never a pass. Release stays holder-only and is not gated, so a
holder who lost the right to act can still let go.
NewHTTPHandler takes the claim dependencies as one ClaimDeps, and
handleClaim is split into claimant and admitClaimant to stay under the
complexity limit. docs/agency.md also says that a task requiring a claim
should let one role act on all of its steps, since a claim covers every
step.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* fix(tasks): tell only readers why a submission lacks the claim
requireClaim runs in the handler, before the authz extension, so a
caller who may not go near the task at all was still told whether it is
claimed. That says something about a task they cannot see, and is a
different answer from the one the extension gives them.
On the refusal path, check that the caller can read the task first. A
non-reader gets errForbiddenTaskAction, the extension's own denial; a
reader still gets the claim error. A holder returns before the check, so
a submission that goes through costs nothing extra. The read check is
the readable helper the claim routes already use.
Every refusal is now audited as a refused task update with operation
"submit" and its reason, as refused claims and releases are.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* refactor(tasks)!: report a task's claim once, without the holder's user id
Core's ZoneView already serialises claimed_by and claimed_at, and the
task response embeds it, so the view carried the claim twice: at the top
level and under `claim`. The holder's internal user id appeared in both.
Clear core's two fields after assembling the view, so `claim` is the one
place the view reports it, and drop the id from `claim.holder`. The
server already decides whether the caller holds the claim (`mine`), so
no client needs the id; the portal reads only the holder's name.
BREAKING CHANGE: GET /api/v1/tasks/{id} no longer returns the top-level
claimed_by and claimed_at, or claim.holder.id. Use claim.claimed_at, and
claim.mine to tell whether the caller holds the claim.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* test(e2e): add a replay flow guarding task claims in TNSW
Only handler tests with fakes covered the claim routes. The replay
harness runs the real mux, scope middleware, minted tokens and database,
so add a flow for what it can check in TNSW, where claims are off:
- a trader token without the claim scopes is refused claim and release
at the scope check (403);
- a trader token that holds them by mistake reaches the handler and
gets 404, since TNSW does not use claims;
- an agency's machine client, which holds nsw:task:write, is refused
(403);
- the task view still carries `claim`.
The claim logic itself is agency-only and stays handler-tested.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* docs(tasks): say in the API overview that claiming needs the right to act
The spec's overview still said any user who can read a task can claim
it. Since 409c495 a user must also be allowed to act on the task's
active step. Say so; the deployment policy wording is unchanged.
Refs OpenNSW#599
* docs(tasks): a missing task gets 404 on both submit routes under every policy
The 404 descriptions said a missing task is reported only where the
deployment requires a claim to submit. resolveFiles reads the task on
both routes and answers 404 for any caller under every policy; with
ClaimsRequired, requireClaim only reports it earlier, before the request
body is validated. Say so.
Refs OpenNSW#599
* feat(portal): claim and release tasks on the task screen
The task screen shows who holds a task's claim (you, another user by
name, or nobody) with Claim and Release buttons, wherever the deployment
requires a claim or someone holds it. Where a claim is required and the
user does not hold it, the task's actions are hidden and its form is
read-only. Whether the claim is the user's comes from the server. After
a claim, release or refused submission the task is refetched, so the
screen shows who holds it now.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* fix(portal): claim and release through POST /claim and POST /release
The task API's claim routes are POST /api/v1/tasks/{id}/claim and
POST /api/v1/tasks/{id}/release (OpenNSW#649), so the task service calls those
instead of PUT and DELETE on /claim.
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* fix(portal): match the task claim API in OpenNSW#649
The claim object no longer carries the holder's user id, so drop `id`
from ClaimHolder; the banner only reads the name, and `mine` says
whether the caller holds the claim.
A claim can now also be refused with 403, when the user may not act on
the task's current step or their sign-in lacks nsw:task:claim, and with
404, where the deployment does not use claims. Explain both instead of
the generic "could not update the claim".
Refs OpenNSW#599
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* fix(migrations): renumber the task claims migration to 000028
Main has taken 000025 to 000027 (OpenNSW#813, OpenNSW#834, OpenNSW#814), and the Migrations check requires numbers with no gaps or duplicates.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* refactor(tasks): let only users CanAct admits claim a task
Claiming asks main's CanAct (OpenNSW#698), the rule that already decides whether
a reader can submit the task's active step, in place of the claim
handler's own StepActors lookup. Claim and submit now share one rule.
A caller can claim a task only when the active step's authz rule admits
them in the task's current state. A step with no rule, a task with no
active step, and a handler without CanAct all refuse the claim (403).
OpenNSW#848 already refuses to submit steps with no rule.
A completed task skips CanAct, so the task manager still answers 409.
Release stays ungated.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* refactor(authz): remove ActingNames
Nothing calls it now that claiming asks CanAct, so authz.go is main's again.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* refactor(tasks): pass NewHTTPHandler the UserService directly
Now that the claim gate is CanAct, ClaimDeps carried only Users. Pass it as an argument, as main does for CanAct.

* docs(tasks): claiming follows the active step's rule in its current state
Since the claim gate is CanAct, a user can claim a task only when the active step's authz rule names one of their roles for the task's current state. Steps with no rule and tasks with no active step can't be claimed, and a completed task is still a 409.

* refactor(tasks)!: stop requiring the claim to submit a step
A claim is now a hint that shows who is working a task, not a lock.
Neither submit route checks it any more:
- POST /api/v1/tasks/{id}/steps/{stepId}
- POST /api/v1/callbacks/{token}
The task API spec goes back to main's 403 and 404 descriptions for
both routes.
BREAKING CHANGE: in agency mode, an officer can submit a step without
holding the task's claim.

* refactor(tasks): let any reader claim a task
Claiming no longer asks CanAct whether the caller may act on the task's
active step. Any user who can read the task may claim it. A claim is
only a hint of who is working the task, so it needs no stricter rule
than reading.
Main's CanAct stays in place for file references.

* refactor(tasks)!: replace the claim policy with an on/off switch
Claims are now either on or off per deployment. HTTPHandler.ClaimsEnabled
is set from the deployment mode: on in agency mode, off in TNSW, where
claim and release answer 404 as before.
taskauthz.ClaimPolicy and Input.Claims are gone. The agency and TNSW
gates are back to main's code, except that they pass Input.UserID, which
is who a claim is recorded under. The task view's claim no longer
carries required_to_submit.
BREAKING CHANGE: the claim object on GET /api/v1/tasks/{id} no longer
has required_to_submit.

* refactor(tasks): drop the claim render facts, and show the claim only where claims are on
No render config used the claim:mine, claim:other and claim:none facts,
so the renderer gets the caller's role claims as on main.
GET /api/v1/tasks/{id} now includes the claim object only where claims
are on. That lets a client show claim controls only when the field is
present. Core's own claimed_by and claimed_at are still left out of the
response.

* refactor(scopes)!: claim and release under nsw:task:write
Claim and release no longer have scopes of their own. Both routes now
require nsw:task:write, which officers already hold. Machine clients
hold it too but are still refused with 403 (only users can claim), and
TNSW users get 404 because claims are off there.
The nsw:task:claim and nsw:task:release scopes are removed. The agency
IdP bootstrap files, the portal configs, the onboarding guide and the
IdP README go back to main.
BREAKING CHANGE: the nsw:task:claim and nsw:task:release scopes no
longer exist.

* test(e2e): drop the task claims replay flow
The flow checked that TNSW refuses claim and release. Most of what it
covered was the claim scopes, which are gone. Unit tests already cover
the off switch: claim and release answer 404 before the task is read,
and the task view carries no claim.

* feat(tasks): take over another user's claim on POST /claim
A claim is a hint of who is working a task, so anyone who can read the
task can take it over, for example when the holder is away. When another
user holds the claim, POST /claim releases their claim and then claims
the task for the caller. The audit trail records this as a takeover,
with the previous holder.
A completed task is refused (409) before anything is released, so its
claim stays as the record of who worked it. If the claim changes during
a takeover, the caller gets 409 and is asked to refetch. Release is
unchanged: only the holder releases their own claim.

* docs(tasks): document claims as a hint
The "Claiming tasks" section of docs/agency.md is cut down to how claims
work now:
- a claim is a hint that submitting never checks;
- POST /claim claims or takes over, and POST /release releases your own;
- the task view carries the claim object;
- claims are on in agency mode and off in TNSW.
The sections on who may claim, the claim scopes, the claim policy, one
role per task, render facts and "needs more information" are gone.

* feat(portal): take over a claim, and stop locking the form
The claim banner offers three buttons:
- Claim, when the task is unclaimed;
- Release, when the claim is yours;
- Take over, when another user holds it. It asks for confirmation first
and uses the same POST /claim.
The banner shows whenever the task view carries a claim, which happens
only in agency mode.
A claim no longer locks anything. The form is never read-only for
someone who doesn't hold the claim, and the 403 "claim this task first"
handling is gone. Claiming or releasing refreshes the banner but no
longer remounts the form, so what the user typed is kept.

* fix(tasks): audit whether a takeover released the previous claim
A takeover releases the holder's claim and then claims the task. When
the release goes through but the claim fails, because a third user
claims in between or the task completes, the previous claim stays
released. Until now the audit trail recorded only a failed takeover.
Every takeover audit event now records previous_claim_released next to
previous_holder. That case also logs a warning.

* docs(tasks): say the task view carries the claim only where claims are on
The taskClaim comment still described the claim as always present, so that a client could tell whether it had to claim before acting. Neither is true any more.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* docs(portal): describe what a claim's 409 and 404 mean now
claimTask's comment still described a 403 for a user who may not act, and a 409 for another user's claim. Claiming now takes over another user's claim. A 409 means the task is completed or the claim changed during a takeover, and a 404 means claims are off or the user cannot read the task.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* fix(portal): start the takeover confirm with a capital when the holder has no name
With no holder name, the confirm read "another user is working on this task...". It now uses a separate string that starts "Another user".

Summary
Nothing stops two people from working the same task at once, and nothing shows who is working it.
nsw-agencyhad claim and release for its officers; NSW agency mode needs the same (OpenNSW/nsw-srilanka#599). As agreed on that issue, this adds claims as a generic task feature in taskflow rather than an agency-only one: taskflow stores the claim so a host can show who is working it.CompleteTaskStepdoes not check the holder.A claim is on a task, not a step, so it lasts for the whole task, including a loop inside the task workflow such as a needs-more-info round:
The host side is in OpenNSW/nsw-srilanka OpenNSW/nsw-srilanka#649: claim and release endpoints, and agency mode requiring the claim to submit a step.

The guard is that the task is unclaimed or already claimed byholder, and is notCOMPLETED. A repeat claim by the holder keeps the originalclaimed_at.ReleaseTask(ctx, taskID, holder). The guard is thatholderhas the claim.seqor the step columns, so claiming does not make an open view stale, and no step write orInitTaskchanges the claim.taskflow/store/gorm:claimed_byandclaimed_atcolumns on the model.InitTaskleaves them out of its insert, so aStartTaskretry cannot reset a claim and tasks can be created before the columns exist. Additional Notes
TaskStorehas two new methods,ClaimTaskandReleaseTask. An implementation outside this module must add them. None of the hosts implements its own.TaskStoreand touch the same store, orchestrator and doc files, so whichever merges second needs a rebase. OnceStateCancelledlands,ClaimTask's guard and its error should also refuse a cancelled task. I'll make that change in whichever PR merges second.CASE WHEN claimed_by = ? THEN claimed_at ELSE ?
