[otnc]

This repository moved to the OpenMiQ organization. This updates every reference to the old otnc/* locations:

• package.json repository / homepage / bugs (and name where the repository was renamed)
• README badges and links, docs, and URLs in code and tests
• The GitHub Pages URL for makeitaquote (openmiq.github.io/makeitaquote)

Links to the author's own profile (github.com/otnc), repositories that did not move, and *.otnc.dev domains are unchanged. The old URLs keep redirecting on GitHub.

Also:

• Adds Terms of Service version 3, identical to version 2 except for the OpenMiQ repository URL. Versions 1 and 2 are left untouched because users agreed to that text. It only takes effect once TERMS_VERSION=3 is set, which asks users to re-agree.
• Fixes cd after git clone, since the clone directory is now api.
• Fixes a bare URL in README-ja.md that was followed by a full-width parenthesis, which GitHub included in the link.
