The Cloudflare challenge section of
docs/docs/bulk-downloads.mdnow says that OECD supports downloading the bulk files in a browser and has not committed to providing scripted downloads, including the ones ODA Reader makes, so its file server can challenge them at any time. It tells anyone running an unattended pipeline to be ready to handleBulkDownloadChallengeError, which leads into the existing advice on falling back to a filtered API request. This matches OECD's stated position on the bulk files. No heading changed, so existing links to the section still resolve.Testing: docs-only change. The pre-commit hooks, including mdformat, pass.
