New module fleet_traccar_integration: integrates fleet vehicles with a
Traccar server to synchronize tracking devices
and their telemetry into fleet_telemetry.

• [18.0][ADD] fleet_telemetry: new module #238 (fleet_telemetry)

Features

• Per-company Traccar configuration: server URL, authentication (basic,
  session or token), device/telemetry synchronization intervals and
  initial history days.
• traccar.device model, linked to a fleet.vehicle and to a
  fleet.telemetry.device; devices can be created remotely on Traccar.
• Positions are synchronized into fleet.telemetry (provider traccar),
  keeping GPS date, coordinates, speed, course, altitude, address and the
  provider attributes.
• Synchronization by cron or on demand from the vehicle form, the device
  form or the settings.
• Connection/API test buttons and a helper to merge duplicated telemetry.
• Smart button on the vehicle form to browse its telemetry points (uses
  the map view when fleet_telemetry_maps is installed).

Tests

Unit tests cover the Traccar helpers (datetime/number parsing),
synchronization scheduling, remote device creation, device and telemetry
synchronization (HTTP mocked) and the data records.

How to test

Requires a reachable Traccar server:

1. Install fleet_traccar_integration.
2. Go to Fleet > Configuration > Settings, fill the Traccar section and
   use Test Connection / Test API Access.
3. Enable the integration and trigger Update Status / Update History
   from Fleet > Configuration > Traccar > Devices, or Update Locations
   from a vehicle form.
4. Received positions appear in Fleet > Configuration > Traccar >
   Telemetry.
