Resolve a commandfor target that appears after the control connects.
#syncTarget runs only in hostConnected and hostUpdate. Assume a control connects before its commandfor viewport exists. For example, the HTML parser streams the control first, or a framework renders the viewport later. In that case target stays null, and nothing triggers a new lookup.
For nve-viewport-zoom-range, viewportDisabled stays true, so the slider stays disabled. #onInput also returns early. The control remains unusable until some unrelated property change re-renders it. The minimap has the same problem: it never connects observers.
The zoom-range test on Lines 162-184 hides this gap because it calls range.requestUpdate() by hand. Id-based binding is the documented primary usage (see the Horizontal and Commands examples).
When the input is a string and no Viewport is found, keep looking until the target appears. One option is a MutationObserver on the host's root node (childList, subtree, attributeFilter: ['id']). It calls #syncTarget() and disconnects after a target resolves or the host disconnects. Another option is a re-check at command or input time.
