docs: clarify purpose, first run, and reference guides

The front README now gives the Data → Pipeline → Runs purpose, local PostgreSQL/login first run and links to detailed guides. The complete former README remains available as a dated reference with rebased links; the existing app capture retains its authored CC0 provenance.

The original proposal is now composed with product main ab2ca5ba225ae6f8fa91ce7dd743ba1e48ea72a0 at head 6e18ae217a74f8c11336ef96d3e88feb5a27eb75. This changes three Markdown files only. The user's October 16 PR cleanup authorization supersedes the original draft-only hold.

Validation:

• Independent exact-head review: all 98 local file links and one anchor pass; the full former README is preserved after link rebasing and EOF whitespace normalization.
• Source-backed first-run commands, current authority/upgrade links and capture provenance checked. No application behavior changes.
• Current-main diff whitespace passes. Fresh hosted lifecycle run: https://github.com/MrScripty/Tuldok/actions/runs/38972829976 — success on this exact head, all 156 workflow steps successful.
