Implements #3 with opt-in local SQLite recording at the existing MCP boundary, bounded structural redaction, correlated lifecycle and incomplete outcomes, retention/recovery, fail-open operator health and operator-only reports. Agent catalog and domain outcomes remain unchanged; qualification observer v3 is preserved. No existing installations were enabled and no actual interaction logs are published.
Head 4887b7a, base 188beda. Independent GPT-6.1 Sol High review passed with source hashes recorded. Local validation: 40 focused tests, 39 observer-v3 tests, contract projection and 73 verifier suites passed. All 636 Engine cases exercised: 635 passed; one unchanged semantic-revision fixture failure also reproduces on baseline. Hosted CI and parent final review remain pending.
Evidence: docs/plans/mcp-observability/reports/verification.md and independent-review.md. The pre-push authentication blockage noted in the report is historical: the existing Git transport successfully pushed and remote head was verified. Tuldok adoption is separate and must bind its own identities and qualify its own boundary/privacy behavior. No normative standards changes, automatic interface rewriting, remote telemetry or additional agent tools.
