Fixes ModelSEED/modelseed-api-ops#36. Root cause: tasks.py:747 raises RuntimeError for a user-input condition (no bio1 reaction in reconstructed model), but all other graceful-failure paths in reconstruct() return a dict with status=failed. Fix: change raise RuntimeError to return a failed-status dict. This branch adds a regression test in tests/unit/test_reconstruct_bio1.py; the tasks.py fix (lines 744-753) and job_scripts/reconstruct.py guard need to be applied manually.
