Dependabot/fork PR 继续执行全部 Calcit 检查、业务回归和构建，但不上传 COS 预览，避免无部署 secrets 时误报失败。普通同仓库 PR 与 main 的原上传/部署不变。
改动及风险
原 #41 的失败运行38900027935在 COS 报 Missing required input: bucket，作者为 Dependabot；当前主线仍只检查是否同仓库，缺少作者排除条件。本次只调整这一条件并说明部署边界；同时将 README 过时的“正式版本尚无 CLI 资产”改为准确的“CLI/npm 配对尚未完成”。
不修改 Snapshot、依赖、lock、原六项业务回归或门禁；COS1.2.0的 public-base-url 内置校验保留，不新增校验脚本、不提权或添加 Dependabot secrets。
YAML 解析、结构比较和 gitdiffcheck通过，确认工作流仅 COS 条件变化；原 CI 将独立验证当前 alpha.5 主线。旧 #41 尚未包含 #42 迁移，不能用旧分支通过宣称当前迁移完成。
不自行合并或生产部署；main 合并会触发原前端 rsync，需要独立授权。这是项目 workflow 缺陷，不向 Calcit/COS verifier 重复报 issue。
