Summary

Adds a Send To setting to Settings > Kit > Broadcasts > Export, defining who draft Kit Broadcasts created from WordPress Posts are sent to: All subscribers (default), or subscribers with a specific Kit Tag. This can still be changed in Kit before sending.

The setting is also available to the MCP kit/settings-broadcasts-* abilities.

Testing

• BroadcastsExportTest: confirms Broadcasts are sent to all subscribers by default, and to subscribers with the Tag when Send To is set. The Kit API request is mocked.
• BroadcastsToPostsSettingsCest: confirms the Send To setting displays when Enable Export Actions is checked, and saves correctly.
• MCPSettingsBroadcastsTest: confirms the new setting can be read and updated.
