Docker Hub automated builds stopped producing images after 1.4.1, so nothing merged since 2020 was released. The workflows follow the other Intellection docker-* repositories: pull requests to master test a multi-arch build, and pushing a tag creates a GitHub release and pushes linux/amd64 and linux/arm64 images to zappi/gemstash on Docker Hub.

Adds GitHub Actions workflows that test the image build on pull requests and publish multi-arch images to Docker Hub when a tag is pushed. Builds on the Ruby 3.4.12 upgrade.
Background
The last published image is 1.4.1 from September 2020. Docker Hub automated builds stopped producing images after that, so nothing merged since then was released.
Changes
test.ymlbuildslinux/amd64andlinux/arm64on pull requests tomaster, without pushing.release.ymlruns on any tag push. It creates a GitHub release, then builds both architectures, pushes them tozappi/gemstashwith tags fromdocker/metadata-actionand updates the Docker Hub description from the README.Intellection/docker-nginx-proxyand use the existingDOCKER_HUB_USERNAMEandDOCKER_HUB_TOKENrepository secrets.Reviewing
