Why: 3 rows a side kept short panes from giving one zone the room (v1.5 #2b).

Changes:

  • Git and Overview splits keep 1 row on each side, down from 3
  • A click on the ⇕ rule moves it to the top, or from the top to the bottom; a drag back to its start row cancels
  • README and GUIDE describe the rule's drag and click

Impact:

  • Panel Git tab (CHANGES / COMMITS) and Overview (TOPICS / report); the header row stays outside the split, so 1 row = header + one entry

Not covered:

  • Two clicks faster than the redraw both see the old split, so a fast double-click stays at the top (unverified live)
  • No tests for a click when min = max, a click on the TOPICS rule, or a missed up arriving as a move (shared code path)
  • No way back to the automatic height after a click or drag (already true for drag)

Test plan:

  • claude plugin test plugins/panel — 190 pass, 0 fail (5 changed tests failed first)
  • bash tests/guide.test.sh — 7 pass
  • tmux: Git tab click moved the rule to the top, then to the bottom
  • Code review (opus): ready, docs and a one-line shrink applied
  • Overview rule clicked live
