build: move tooling to ez 1.7.0 and bolt v1.17.0 on bend 2.0.38 - #81

- flake: ez follows this flake's bend (2.0.38) again; checks.proofs is ez.mkProofs in place of the interim runCommand; bolt's wrapFlags use ez.rtsFlags (+RTS --gpu off -RTS on 2.0.38). flake.lock holds only bend, ez and nixpkgs. - ez.toml [tools.bolt] at v1.17.0, locked with ez lock --upgrade. - workflows: Emerging-Patterns/actions pins at 73b2fbc.
