chore: adopt published CLAW governance prerequisite

Advance the governed CLAW pin from f27502fe02b73460af7b9c86d9fa97f72ac67933 to published main 7c516fd6d694915a1c2c5829c201251c4d04ac69, importing its canonical CrossCorpusLink schema. This prerequisite starts from fresh main af67a44900c0a008169b15415ad725e2481e253e and preserves the separate domain adoption work in #2085.

The change contains the governed schema and pin.

Validation:

• Supported governance sync dry run and apply; trusted canonical check and public vendored launcher pass all 18 applicable artifacts.
• Schema, validated-writer, and vendored-contract tests: 148 passed, 3 skipped, 2 warnings in 239.83s (0:03:59).
• Separate adversarial diff review confirmed the complete path allowlist, canonical bytes, pin/snapshot coupling, and unchanged definitions for every existing imported class and enum. No findings.
• Gitignore-inclusive old-pin and old-schema-checksum search passed outside historical reports; complete committed-main pin-coupling scan was also reviewed.

Full QC and required GitHub checks must pass on this exact head before normal merge-queue admission. No domain records, local schema behavior, generated pages, or existing mixed-release branches are changed.
