Builder setup now reuses a compatible preinstalled Composal CLI automatically, avoiding repeated downloads on Gen2 runners. Missing, older, development, and unsupported-major CLIs fall back to a job-private release installation. Explicit always-install and installed-only modes remain available.
Validation: 38 Node tests pass, including reuse, fallback, token isolation, backend verification, readiness and cleanup. Independent live Gen2 qualification verified the baked binary path, checksum and CLI command. A real Docker build and post cleanup passed without retry. Warm setup measured 7.5 to 4.7 seconds; CLI availability fell from 2.1 seconds to under 0.1 seconds. These are observed samples, not a latency guarantee. Released as v2.0.2 and the 2/v2 aliases.
