Setup now reports a failed startup's generation, stage and safe failure reason immediately. A fresh job can explicitly retry a failed startup using the same builder identity, while a failure reached during the current wait stops setup before Docker is configured.
Validated on Linux Node 24: 29 action tests passed, including terminal startup failure and retry coverage. This remains compatible with servers returning the existing sleeping/starting/ready states.
