feat: allow media, documents and large files in git - #3

Conversation
The check no longer rejects video, audio, PDF, Office files, design sources or archives, and it has no size limit. Secrets, operating system junk and top-level images stay blocked. CONTRIBUTING.md states GitHub's own limits instead (blocks files over 100 MiB, warns over 50 MiB). The AGENTS.md block, the enforcement table, the PR template and the README diagram drop the old rule. Tests cover media, a large untracked, indexed and staged file, and a committed file that grows. What and why
The check no longer rejects video, audio, PDF, Office files, design sources or archives, and it has no size limit. Project repositories must be able to hold their deliverables. Secrets, operating system junk and top-level images stay blocked. CONTRIBUTING.md now states GitHub's own limits (blocks files over 100 MiB, Git warns over 50 MiB; source: GitHub Docs, "About large files on GitHub"). The AGENTS.md block, the enforcement table, the PR template and the README diagram drop the old rule. DECISIONS.md records the decision.

How it was tested
bash tests/check-standard.test.sh: 59 passed, 0 failed (media and documents pass; a 10 MB file passes untracked, indexed, staged, and as a committed file that grows; secrets, junk and top-level images still fail).bash src/check-standard.sh --canonical src: OK, 0 warnings.Checklist
