Implements task #65. Replace the legacy Bukkit configuration utility and path constants with typed, reloadable DazzleConf schemas for the main, navigation, generator, and PlotSystem configuration files. Configuration loaders now retain reload-shell-backed objects so modules and consumers observe updated values without reconstructing their dependencies. Propagate typed configuration through the common, network, generator, and navigation modules, including rail limits, navigation menus, navigator listeners, BlueMap, warp sorting, updater behavior, and API access. Replace stale module registrations during plugin reloads so newly configured module instances become active. Harden navigation initialization by preventing menu configuration access before construction completes and by cleaning up incomplete reverse-geocode downloads while reporting session-scoped unavailability clearly.
