Summary

• Remove local API-breakage, DocC warning, broken-symlink, and unacceptable-language checks already provided by swiftlang workflows.
• Keep Binary Birds-specific checks, cached/SSH-enabled tests, and DocC deployment.
• Update examples, Make targets, and README to reflect the reduced scope.
• Let DocC generation add its plugin temporarily without a manifest placeholder, restoring Package.swift on exit.

Validation

• 60 Bats tests passed in the Swift Linux container.
• actionlint, shellcheck, shfmt, and git diff --check passed.
