Adds CHANGELOG.md at the repo root in Keep a Changelog format, with a Semantic Versioning line.

• Unreleased: notes the multi-platform cibuildwheel wheel-building workflow prepared for future releases, honestly stating its first practice run is in progress and one Linux build leg failed and is being diagnosed.
• [0.1.0] - 2026-10-13: the pure-Python axiomere package published to PyPI (wrapper over the Axiomere append-only ledger), the no-silent-fallback import error by design, and the 17-significant-digit round-trip regression tests. Notes the published files were built from commit ad885bd.

No tag is created by this PR; tagging is held by the coordinator because a v* tag fires the release workflow.
