Lets #2087's rule for a polynomial beside a function of one shifted linear take a power of a multiple of the linear below the bar. Part of #2075.

The rule. #2087 writes a polynomial beside a function of one shifted linear a + b x in u = a + b x. It read the factors of a product only, so (h + j x)^2 (a + b ln(c (e + f x)))^p/(d e + d f x) was declined. Below the bar it now takes constants and whole powers of a multiple of the linear, which in u are powers of u. That integrand is then a polynomial in u over d u beside the logarithm's power, and each term is answered.

Measured on Rubi's suite, with the harness that reads GAMMA, against 68211405, the whole corpus each side. This branch was measured on 2be40bad, which adds #2088 to that base, and is rebased onto master now.

The gains are 3.3's last 3 rows, 3.3:285-287. The other 5 are #2088's. Time per stream is 1.022, 1.002 and 0.902 of the base's, and allocation 1.0000, 1.0000 and 0.9954. One row's allocation grew in the run, 6.1.7:196, the same alone on both builds, as before.

After the rebase onto #2095, which widened the same rule to a sine of a power of the linear, the calculus tests pass (5,990). The full suite passed before the rebase (16,955), and so did the MCP tests (329).
