Windows CI could fail when scheduler delay exceeded a narrow elapsed-time tolerance. The runner test now signals entry into the blocking builtin, cancels the run, checks that execution stops before the following statement, and verifies a later run can succeed. Two data-conversion test logs use Log instead of a non-constant Logf format, and the stable CI leg advances to Go 1.27.
References: PLAN-CI / ENG-01 preparation. No runtime behavior or Go floor changes in this PR.
Validation: Go 1.27.1 build, full race tests (count=2), vet, gofmt and diff checks passed. The Go 1.19 floor and Windows matrix remain required.
